Stride Rite Have you tried? They are a little on the expensive side, but can be adapted to virtually all of the baby's feet at this point ... LOL! I bought my daughter the 1st Pair of walking shoes and it worked very well!
And I like Sears! Thats where I buy almost all of my daughters shoes now! They have a great selection, and even shoes for sale range for babies!
